The message was for the eight colonies to defend for themselves. The snake cut into eight different sections stood for the eight different colonies. The snake being cut up was inspired by the myth that if you were to cut a snake into sections, it would be able to live it came back together before dusk. This shows the message of joining, because if you don't join "before dusk" you will die not trying.

Also the snake was broken into 8 different segments that had 8 colonies listed under it.
